Halal Certification in Malaysia: A MYeHALAL Guide for F&B Businesses

What Halal certification is

Malaysian Halal certification is issued as the Sijil Pengesahan Halal Malaysia (SPHM). Applications are handled by the competent authority (JAKIM or the state MAIN/JAIN) under the scheme applied for, and JAKIM issues the SPHM based on the formal decision of the Panel Pengesahan Halal Malaysia. The current rules are set out in the Manual Prosedur Pensijilan Halal Malaysia (Domestik) 2020 (Amended), read together with the MHMS 2020 manual, Malaysian Standards, fatwa and the circulars in force.

Which scheme applies

The official procedure lists nine schemes. Two matter most for food businesses:

  • Food and beverage products (Produk makanan dan minuman): for manufacturers, repackers, central kitchen (dapur berpusat) operators and brand owners.
  • Food premises (Premis makanan): for restaurants and cafés, canteens, bakeries, food chains, caterers, mobile premises, food-court cafeterias (kafeteria di medan selera), kiosks and hotel kitchens.

Some official rules are worth knowing early:

  • A food premises with a central kitchen must first hold an SPHM for that kitchen under the food and beverage products scheme.
  • Food chains apply for every outlet, managed centrally.
  • Companies that produce or handle both halal and non-halal products (including food delivery services), and premises serving non-halal menus, are not eligible.
  • Company, product, menu or brand names that refer to non-halal products, or could mislead, are also not eligible.

Cloud kitchens: the official procedure has no separate category for cloud kitchens. Operators should check their set-up against the official definitions to confirm which scheme applies before applying.

Basic conditions before applying

The official procedure requires applicants to have:

  • valid business registration (SSM or another applicable registration);
  • a licence or approval from the local authority (PBT);
  • where relevant, food premises registration with the Food Safety and Quality Division (BKKM);
  • halal-only production or handling, with every product or menu at the premises included in the application.

The food premises scheme also requires food handlers to hold a training certificate from a Ministry of Health (KKM)-recognised institution and a typhoid vaccination, and requires compliance with MS 1500:2019 and food regulations.

In short, Halal certification does not replace your PBT licence or KKM requirements; these are generally conditions you need in place before applying.

The MYeHALAL application process

The official application types are New (Baharu), Renewal (Pembaharuan) and Addition (Penambahan, for adding menus or promotional menus under the food premises scheme only).

Main steps for a new application:

  1. Register a MYeHALAL user account and wait for the authority to verify it.
  2. Complete the online MYeHALAL application, choosing the correct scheme and category. Product or menu names must match the packaging label or menu display.
  3. Submit supporting documents as listed in the system. Incomplete applications, or those under the wrong scheme or category, are rejected.
  4. The authority carries out a document audit (pengauditan kecukupan) on every application; the site audit (pengauditan lapangan) takes place after the fee is paid, with a follow-up audit where needed.
  5. The Panel Pengesahan Halal Malaysia decides, and approved applicants are issued an SPHM.

The procedure also states that the authority deals directly with the applicant company, not through third parties such as consultants.

Validity and renewal

The authority sets the SPHM validity period by scheme. Renewals are also submitted online through MYeHALAL, within the window before expiry set by the procedure; a renewal made after the certificate has expired is treated as a new application. Check the expiry date on your certificate and prepare early against the official timeline.

Application support and follow-up

The application is made in your company’s name and is usually submitted from your own MYeHALAL account. We never ask for passwords. The authority deals with your company directly, and we support you in the background:

  • checking the official requirements first to work out which scheme and application type fits;
  • helping you organise documents;
  • reviewing before submission;
  • following up on the authority’s requests until the application has an outcome.
