Business Licence Assistance (PBT / DBKL)

Licencore Advisory, with its office in Cheras, Selangor, helps business owners across Malaysia with local council business licences, subject to the jurisdiction of each council. In Malaysia, a business operating from premises usually needs a licence from its local authority (PBT), such as DBKL in Kuala Lumpur or the relevant council in Selangor. We help you check which licence category applies, prepare the documents and follow up with the council.

SSM registration is not the same as a business licence

Many new owners treat company registration and business licensing as one thing. They are not. SSM registration records your business or company. A business licence from the local council relates to the activity you carry out and the premises you operate from. The two involve different authorities and different requirements.

Why the location and activity matter

Each council has its own process and requirements. What applies to a café in Kuala Lumpur may not be exactly the same for a café in Petaling Jaya or Kajang. Your business activity and the premises (its use, its documents, what you plan to install) also shape what the council asks for. Checking whether the premises and its use suit your business before you commit or start renovating helps avoid document requests and changes later.

What we do

Initial assessment

Understand your business activity, premises and plans.

Licence category check

Identify the likely licence category and which council covers your address.

Document preparation

Organise forms and supporting documents before submission.

Application support and follow-up

We help you complete the forms and get the application ready to submit. The application is made in the business owner’s name — usually through the owner’s own account on the council’s online system, or at the council counter. Some councils accept an authorised representative with a letter from the owner or director; we’ll tell you what your council requires. Where the council allows it, we can also act as your authorised representative with a signed authorisation letter. After submission, we help you track progress and respond to any requests for additional documents.

Further requirements

Help you follow up on anything the council asks for after the application, including renewal reminders.

Councils we commonly deal with

Kuala Lumpur (DBKL) and Selangor councils such as MBPJ, MBSJ, MPKj and MPAJ, plus other PBTs across Malaysia. Cheras is a good example of why the address matters: the area is split across more than one council, so we confirm which one covers your premises first.

What you may need to prepare

Requirements vary by council and business type. Commonly requested items include:

  • SSM registration documents
  • Premises documents (proof of ownership or right to use the premises)
  • Identification of the owners or directors
  • Details of the business activity and the premises

We give you a checklist for your case after we understand your case. The council’s current list always applies.

Who this is for

Restaurants and cafés, retail shops, offices and service businesses, and anyone opening, expanding or moving premises.

A note on approval

Approval and processing time are decided by the council. We don’t promise outcomes or timeframes; our role is to help you get the requirements and documents right and keep the application moving.

Frequently Asked Questions

Do I need a business licence if I’ve already registered with SSM?

In most cases, yes, if you operate from premises. SSM registration and a local council business licence are separate. The council decides what applies to your activity and premises.

Which council issues my business licence?

The local authority (PBT) for your premises address: DBKL in Kuala Lumpur, and in Selangor the relevant council such as MBPJ, MBSJ, MPKj or MPAJ. Some areas, such as Cheras, span more than one council, so it’s worth confirming early.

Why does the council keep asking for more documents?

Often the issue is not just the form. The business activity, premises details or supporting documents may not match the council’s requirements. We help find the cause and organise what’s missing before you resubmit.

Can you guarantee approval or tell me how long it will take?

No. Approval and timing are decided by the council. After understanding your case, we explain the steps involved and keep you updated.

Do you help with renewals?

Yes. We help you keep track of renewal dates and prepare renewals before the licence expires.
